Mission and Facility Control Systems (MFCS)™
Mission and Facility Control Systems (MFCS) is a governance and product framework for defining, certifying, and sustaining mission-critical control systems as secure, supportable, and accreditable products rather than collections of parts and services.
Through MFCS, Bearfield & Bartsch Consulting provides system stewardship, framework governance, and certification authority that ensure systems are engineered, deployed, and sustained in alignment with defined technical, security, and lifecycle standards.
All systems under the MFCS framework are defined, baselined, certified, and stewarded as a complete system product. Each system instance operates within an approved cybersecurity boundary (Federal compliance standards), accreditation alignment, and lifecycle governance model, ensuring that range communications and control capabilities remain reliable, supportable, and defensible over time.
All systems are not Off the Shelf ready for deployment, instead every use case is slightly different, allowing for slight customization from the baseline for each customer.
Low Altitude Range Communications System (LARCS)™
LARCS is a fully integrated and governed communication system which provides secure, resilient voice, and dispatch capabilities that enable range control authorities to maintain positive control, situational awareness, and emergency response across geographically distributed training areas. It is specifically designed to support range control entities.
Facility Related Control Systems (FRCS)™
FRCS is a fully integrated and governed monitoring and control system platform that enables centralized monitoring, management, and automation of building, infrastructure, and utility systems within mission-critical facilities. FRCS integrates operational technologies such as HVAC, electrical distribution, water systems, energy management, environmental monitoring, and related infrastructure into a secure, supportable, and auditable control environment.

What Makes MFCS Solutions Work
MFCS solutions succeed because they are governed as products rather than assembled as projects.
Each MFCS system operates within an approved framework that includes:
• Defined system boundaries and accountability
• Embedded cybersecurity and authorization alignment
• Reusable compliance and documentation structures
• Structured lifecycle and sustainment governance
• Controlled modernization and upgrade pathways
This governance model reduces institutional risk and preserves system integrity over time.
Customer perspective: I don’t need to worry about putting it all together then working through the processes. Instead I can buy a solution that work. This is a huge shift in buying vs. building as it’s related to risk.
Designed for Simplicity in Acquisition and Ownership
MFCS is structured to simplify procurement and long-term ownership.
Customers procure defined, certified system configurations with known scope, governance, and lifecycle expectations. Implementation is performed by qualified partners under MFCS governance.

This model reduces acquisition complexity while increasing confidence in performance, authorization, and sustainment outcomes.

Customer perspective: We are buying a guaranteed, warrantied, and certified product – not building one in hopes that it will work!
Lifecycle Stewardship
MFCS stewardship extends beyond initial deployment.

Through defined governance touchpoints, validation processes, and certification reviews, MFCS preserves system alignment with approved definitions, authorization boundaries, and sustainment models.

This ensures certification, warranty, and operational integrity remain valid throughout the system lifecycle.

Customer perspective: Consideration and risks associated with shifts in security postures, technologies, etc. are all included in the MFCS certification.
Why the MFCS model
MFCS enables organizations to shift from managing technical integration to owning reliable operational capability.

By establishing product governance, certification authority, and lifecycle stewardship, MFCS ensures that mission and facility control systems remain secure, compliant, and supportable over time.

Customer perspective: Easy to procure and predictable outyear budgeting.
